The Bizarre Roman Emperor Who Declared War On The Sea

War, of course, isn’t unusual. But if you were to guess how wars are fought, I bet you wouldn’t think soldiers facing off against the sea. That’s exactly what Roman soldiers reportedly did around AD 40, when troops lined up in battle formation on a northern shore, armed and ready for combat. Their commander, Emperor Gaius Caesar Augustus Germanicus, aka Caligula, however, told them to go collect seashells instead and declared that the shells were war booty. Mind-boggling? Yes. Confusing? Absolutely. So let’s take a closer look.
